Some localities in Washington state are experimenting with a program known as mental health court. The idea is to reduce the number of frequent offenders by focusing on treatment and other social services rather than jail time.

Mental health court programs typically involve a single judge who is assigned to handle mental health cases. This judge has the discretion to 'sentence' offenders to mental health treatment rather than jail time.
